The Better Government Lab conducts empirical field-based research to assess the impact and effectiveness of interventions and policies aimed at improving the capacity of government and the quality of government, and is part of the McCourt School of Public Policy at Georgetown University.

The Post-doctoral Fellow will be part of the projects "Evaluating Digital Innovations to Increase Safety Net Access" and "Can Civic Tech Reduce Administrative Burdens and Increase Trust?" working closely with the projects' PIs (Pamela Herd, Sebastian Jilke, Donald Moynihan). The position is for up to two years. We are seeking multiple candidates, with a start date flexible between spring or late summer of 2024.

We seek candidates with strong data science skills, and preferably experience in conducting/analyzing Randomized Controlled Trials. Interest in safety net programs, administrative burden and civic tech/digital governance is also welcome. The primary responsibility will be to assess the causal impact of civic technology, and how those interventions facilitate greater access to safety net programs such as SNAP and Medicaid. This will require applying program evaluation tools, including the use of randomized controlled trials, or other quasi-experimental designs to evaluate digital interventions. The PIs will, in collaboration with the respective postdoctoral researchers, identify these research opportunities.

The position will not require any teaching and has flexibility for geographical location in accordance with Georgetown's telework policy.

The Postdoctoral Fellow will:

  • Help to develop identify research opportunities and develop a research plan;

  • Complete Georgetown IRB training and requirements for the project;

  • Interact with counterparts in relevant civic technology firms and state governments;

  • Perform data analysis and interpretation;

  • Distill findings into reports, policy memos and academic publications;

  • Present project designs and results at government and external conferences and meetings;

  • Support other Better Government Lab studies of civic technology innovations.


Qualifications
The ideal candidate has solid knowledge and experience in conducting program evaluation, and a Ph.D. in and research experience with public policy, economics, public administration, sociology, quantitative social sciences or a related field (ABDs are welcome to apply).
