Job Description

The Executive Director, Government Affairs reports directly to the President of the College and functions as a member of the President's Cabinet. The position provides leadership and operational oversight to the area of government affairs in support of the College's mission, goals, and legislative priorities. This position works closely with the President, vice presidents, and the other officers of the College to help develop effective annual federal, state, and local legislative plans. The person selected for this position will build effective and sustainable relationships with government, authorities, legislatively represents, external, and internal stakeholders to further CSN's institutional aims.

The Executive Director, Government Affairs is responsible for developing and managing effective college-wide government affairs communication efforts, including direct college-wide legislative communications for use by administration, and presentations to college, public, and stakeholder communities. The Executive Director, Government Affairs also assists the president and serves as the staff lead for supporting the CSN Institutional Advisory Council (IAC). Leads presidential accountability initiatives, as assigned.

As assigned, assists the President in relationships with elected, government officials.
  • This position has a combined responsibility providing leadership and coordination with the college community in the area of government affairs responsible to the President's Office.
  • This position will work closely with the President, vice presidents and other officers of the college to facilitate the college's goals and values. This position will also work closely with officials from NSHE, the state Legislature, local municipalities, and Nevada's congressional delegation to advance the college's mission.
  • This position will initiate, create, and coordinate the development of an institutional communications plan and legislative strategies that support the college's strategic plan and direction. It will also represent the president's vision to external and internal constituencies, develop media and local, state, and federal government relationships and work with NSHE staff during and between legislative sessions.


Candidates considered most qualified will be those who can demonstrate the ability to plan strategically, implement best practices, work in highly political and confidential environment, network with key stakeholders, and assist the leadership team to take operations of this organizational unit to the next level, and have lobbying experience and established relationship with our elected officials and lobbying community.

Minimum Qualifications
  • Master's degree in Public Administration, Political Science or related field from an accredited college or university; OR equivalent combination of education and experience.
  • 5 years of related professional experience.
  • 2-3 years of management experience.

  • NSHE experience
  • Possess strong business acumen.


The ideal candidate should possess the following knowledge, skills and abilities.
  • Demonstration of strong leadership skills and ability to develop relationships and work with multiple constituencies
  • Demonstrate knowledge of governmental systems and processes
  • Capability to represent CSN at the Legislature and before other bodies
  • Capability to work with NSHE on system-wide efforts and initiatives
  • Responsible for coordinating and or conducting staff analysis of proposed state legislation, monitoring status of bills, and developing and recommending legislative strategies. Legislative liaison in coordination with NSHE
  • Supports federal congressional and executive branch relations
  • Assist with local government relationships
  • Conduct detailed analyses, prepare frequent complex reports, and develop specific recommendation on communication issues and government relations
  • Practiced judgment on media relationships, information sharing, and public accountability
  • Excellent oral and written communication skills
  • Ability to understand and meet the needs of media
  • Ability to work across departments to effectuate the needs of the administration
  • Ability to communicate the college's messages effectively with internal/external constituents, i.e., a knowledge of organizational and local politics, CSN communication channels, technologies, and culture
  • Ability to work with diverse groups.


Salary Information
Administrative Faculty E - Starting salary is $123,474.
