Department Summary

The Office of Government and Community Relations serves as the central resource for campus relationships with local, state and federal elected officials, as well as with community stakeholders and university alumni, and it is focused on building broad-based support to advance the mission of the California State University and California State University, San Bernardino.

Job Summary

The Associate Vice President for Government and Community Relations provides leadership for the university's governmental and external community relations activities to build support for the institution's priorities. The Associate Vice President develops and implements strategies focused on maximizing state and federal funding, and serves as the primary liaison between the university and visiting dignitaries, educational partners, and business and community stakeholders.

Responsibilities include but are not limited to:

GOVERNMENT RELATIONS AND ADVOCACY
  • Serves as the university's primary liaison with all levels of government (federal, state, and local),
  • building and stewarding relationships with elected officials and committee and agency staff.
  • Represents the university by articulating and advancing its priorities with members of the
  • California State Legislature and the U.S. Congress, as well as with federal and state agency staff.
  • In consultation with the CSU Office of Advocacy and State Relations and the CSU Office of
  • Federal Relations, develops and executes a comprehensive legislative advocacy strategy on state and federal issues and funding priorities.
  • Provides strategic government relations counsel to the president and campus leadership.
  • Monitors emerging policies and opportunities relevant to CSUSB's academic interests and other priorities within state and federal government, identifying, developing, and advocating for opportunities for the university.
  • Provides analyses and briefings to senior leadership on a wide range of issues, including introduced legislation, ballot measures, political races, and redistricting.
  • Leads the development and advocacy strategy for key campus- specific federal priorities.
  • Collaborates with national higher education associations around a wide range of issues relevant to the university and public higher education.
  • Collaborates with the region's educational partners (K-12, community colleges, four-year colleges/universities) to advocate collectively on legislative issues impacting all segments and Inland Empire students.
  • Staffs and prepares CSUSB alumni, volunteers, students, senior leadership, and others to serve as advocates for the university and CSU system.
  • Serves as the university's primary liaison with local government, including the cities of San Bernardino, Riverside and Palm Desert, as well as the counties of San Bernardino and Riverside, to ensure necessary and important communication and coordination on issues impacting the local region.
  • Develops and disseminates accurate, timely and credible information about CSUSB and its activities to local and regional elected officials and government agencies.

COMMUNITY RELATIONS
  • Serves as the university's primary point of contact and advisor to the president and senior leadership on a wide variety of civic and community engagement initiatives and programs that seek to improve the quality of life and educational attainment in the region.
  • Represents the university and president on key boards and in select organizations throughout the region, including Inland Empire Economic Partnership, Inland Action, Greater Riverside Chambers of Commerce, Inland Economic Growth and Opportunity, and the Aspen Institute Latinos and Society City Learning and Action Lab.
  • Provides recommendations and contributes to increasing the university's visibility in the Inland Empire, actively participating in developing strategy, content and message points that position the university as leader in transforming the region.
  • Provides leadership, coordination, and guidance for the university's sponsorship of and participation in community events and programs.

VISITING DIGNITARIES AND SPECIAL INITIATIVES
  • Provides overall leadership and management of staff for the Office of Government and Community Relations.
  • Leads the planning and execution of campus visits and special events involving CSU trustees and senior executives, elected officials, and other government and community representatives.
  • Provides guidance and support for campus units hosting dignitaries and elected officials.
  • Assists the Vice President for University Advancement in stewarding relationships with local Native American tribal leadership.


Employment Status: Full-time, At-Will, 'Exempt' position, included in the Management Personnel Plan (MPP).

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

  • Ability to travel frequently throughout the Inland Empire and to Sacramento, CA and Washington, DC.
  • Excellent verbal and written communication skills with the ability to deliver a clear and compelling message.
  • Strong personal integrity, good judgement, diplomacy, goal oriented, strong work ethic.
  • Ability to build relationships and interact positively with a culturally diverse population of students, faculty, staff, and community members.
  • Ability to work early morning, evening, and weekend events and meetings.



Education and Experience
  • Bachelor's degree from an accredited college or university in political science/government, public administration, communications, marketing, or a related discipline.
  • Minimum of seven years of experience in government relations and community relations.
  • California driver's license with proof of insurance.

Preferred Qualifications
  • Master's or advanced degree from an accredited university.
  • Established bi-partisan relationships in Sacramento and on Capitol Hill.
  • Familiarity with the Inland Empire Congressional and Legislative delegation members.

Salary

Anticipated Hiring Range: $11,250 - $12,500 per month

Classification Salary Range: $6,250 - $18,750 per month
