About the City of Portland, Parks, Recreation & Facilities Department:
The Portland Parks, Recreation, and Facilities Department is comprised of 160 full-time and over 250 seasonal staff dedicated to enhancing the quality of life in Portland, Maine. They achieve this by operating cultural venues, running community programs (including Before and After School, Swim Lessons, and Senior Adult programs), and maintaining public buildings, waterfront infrastructure, 70 parks, 40+ miles of trails, 13 cemeteries, and 30 playgrounds. Their diverse team, including Park Maintainers, Lifeguards, Event Managers, Horticulturalists, and many others, works collaboratively to provide spaces and opportunities for social connection, recreation, and community development.
Job Summary:
Performs professional adapted and inclusion services at a supervisory level for the recreation programs and activities offered by the department and held throughout the city at community centers, schools, parks, athletic and aquatic facilities. The position involves on-going communication with the public, parents and guardians, all recreation staff, Corporation Counsel, school staff, case managers, community groups and others who are engaged in development, planning and facilitation of adapted and inclusion services for qualified individuals with a disability who participate in city recreation programs and activities.
Duties & Responsibilities:
- Hires, schedules and supervises the work of permanent and non-permanent staff at city community centers, schools, parks, athletic and aquatic facilities. Monitors and evaluates work performance of recreation staff. Coaches recreation staff regarding their work performance and makes disciplinary recommendations as appropriate.
- Develops adapted and inclusion services training programs for recreation and aquatic staff. Coaches recreation staff in how to effectively implement strategies and methods as per the accommodations and strategies in the individuals inclusion plan. Provide on-going support and training for recreation staff in regards to implementation of the inclusion plans and medical release form information/procedures, both in-person at sites and via communication with parents/guardians. Develop and write inclusion plans for qualified individuals with a disability that provide accommodations and strategies to support their access and participation in city recreation programs, with primary focus on the nine Before-and-Afterschool Recreation Programs and 3 Summer Camps.
- Contact and obtain from parents/guardians all completed medical release forms for participants who require the use of an EpiPen, Inhaler, Glucagon/Insulin, daily scheduled medications/controlled substance, alternative feeding method or other necessary medical administration while attending city recreation programs.
- Provide copies of completed inclusion plans and medical release forms to recreation staff who supervise the participant and review the plan/forms with them.
- Assists in the planning and development of City-wide special events and activities.
- Prepares brochure materials, flyers, and news articles to promote adapted and inclusion services recreation programs and performs public relations work.
- Inspects facilities to ensure they are adequately equipped and maintained, and to ensure ADA compliance and safety standards for recreation and aquatic programs and participants.
- Maintains records of participation and revenues and prepares reports.
- Creates, plans, implements and evaluates adapted and inclusion related recreation activities for a variety of age groups.
- Monitors the progress of individuals participating in adapted and inclusion related recreation activities.
- Trains permanent and non-permanent staff in the tenets of inclusion and the ADA as it relates to Title II.
- Performs related work as required.
Required Skills & Experience:
- Bachelor's degree in Therapeutic Recreation or Special Education specializing in behavior, BCBA/Behavior Analyst; Adapted Physical Education or related field.
- Considerable knowledge and appreciation of the ideals, techniques and methodology of planned recreational programs.
- Considerable knowledge of a variety of recreational activities and the ability to facilitate and execute them.
- Considerable knowledge of human development as it relates to recreation programs and services, including behavior management strategies. Proven skills for effectively communicating using both oral and written format.
- Considerable knowledge of safety precautions used in recreation programming for those with disabilities.
- Considerable knowledge of community resources and the ability to use them to provide recreation services.
- Ability to define and articulate community recreation needs and the ability to develop programs to meet those needs.
- Ability to work effectively with schools, community groups and the public in providing recreation services. Ability to work effectively with customers with special needs.
- Ability to work with a diverse population.
- Proven ability to supervise and manage permanent and non-permanent staff.
- Ability to work effectively with other City staff including Corporation Counsel.
- Ability to communicate both orally and in writing.
- Proven experience using computers and demonstrated ability to learn Google Workspace (Gmail, Google Calendar, Google Docs, Google Sheets)
- Working knowledge of the ADA, Title 11.
- Working knowledge of Inclusion Practices.
Preferred Qualifications:
- Certified Therapeutic Recreation Specialist (CTRS) credential or a Master's degree in Special Education with a focus in behavior with active state certification.
- Working knowledge of recreation management software.
- Certified Parks and Recreation Professional.
Necessary Special Requirements:
- Must possess a valid Class C driver's license.
- Must have and maintain a good driving record.
- Must pass a criminal conviction background check.
- Must be First Aid, CPR/AED certified or be able to acquire within 6 months.
- Ability to work a flexible schedule which may include nights and weekends.
- Fingerprinting (Maine Department of Education) must be current or the ability to become current.
Expected Hours/Schedule:
37.5 hours per week; Monday - Friday 8:00 - 4:30 p.m.

Salary & Benefits:
This is a union position, PROTECH Grade 7, with a starting pay range of $31.26 - $37.34 per hour, based on relevant years of experience.
