About the City of Portland Parks, Recreation and Facilities Department:
The Portland Parks, Recreation, and Facilities Department is comprised of 160 full-time and over 250 seasonal staff dedicated to enhancing the quality of life in Portland, Maine. They achieve this by operating cultural venues, running community programs (including Before and After School, Swim Lessons, and Senior Adult programs), and maintaining public buildings, waterfront infrastructure, 70 parks, 40+ miles of trails, 13 cemeteries, and 30 playgrounds. Their diverse team, including Park Maintainers, Lifeguards, Event Managers, Horticulturalists, and many others, works collaboratively to provide spaces and opportunities for social connection, recreation, and community development.
Job Summary:
This is a working supervisory position involving the direction of Trades professionals or those in training for such work, as well as others involved in building maintenance. This position is responsible for the general maintenance of buildings and the complete scope of performing project work. This would include, but not be limited to, the design of the project, meeting all building codes, setting a budget for the project, and laying out a timeline for the work to be accomplished and keeping the customer informed of the project status.
Duties & Responsibilities:
- Supervises trades professionals and contractors working on City buildings or affiliated sites.
- Supervises maintenance workers and custodial workers involved in the building trades.
- Provides instructions to individuals and crews on proper building methods and maintenance, including tool usage and safety procedures that are in accordance with local and State regulations. Works to ensure timely, efficient and cost-efficient building maintenance and renovations.
- Participates in all aspects of Building upkeep work functions relating to trades and operations.
- Oversees development and implementation of building projects and preventative maintenance programs.
- Supervises building trades personnel involved in this work and personally orients and trains new employees.
- Assigns daily work to maintenance workers and trades professionals and monitors employee job performance.
- Inspects buildings for maintenance issues associated with the building envelope, interior walls, hardware and fixtures.
- Ensures prompt response to emergency calls and customer complaints.
- Communicates regularly with department personnel to assure customer satisfaction.
Required Skills & Experience:
- Extensive knowledge of the tools, methods and practices used in building maintenance and renovations.
- Considerable experience in the renovation of existing buildings.
- Thorough knowledge required to apply for and obtain building permits for work being performed.
- Thorough knowledge of all applicable safety regulations and hazards that may affect persons working in the building trade.
- Basic knowledge of plumbing, electrical, and HVAC operations required in the building construction field.
- Working knowledge of effective supervisory techniques, reporting and documentation of personnel concerns and situations.
- Working knowledge of accident investigations and reporting.
- Good communications skills, both written and oral.
- Ability to establish and maintain effective working relationships with trades personnel, the public, private sector contractors, City administration and other City departments.
- Ability to work a flexible schedule and to work in various climate conditions.
- Basic knowledge of snow removal operations.
Preferred Skills & Experience:
- Experience in supervision of building trades personnel in the area of building maintenance.
- Prior carpentry experience desired.
- Lead Certification (RRP).
- Basic knowledge of mold, asbestos and lead, safety and abatement.
- Valid Maine Class B driver's license.
- Must have and maintain a good driving record.
- Must have or be able to obtain a TWIC card (Transportation Worker Identification Credential).
- Must pass a federally mandated drug test.
- Must pass pre-employment fitness assessment.
Expected Hours/Schedule:
Monday-Friday 7:00 a.m. to 3:30 p.m. Occasional nights and weekends.

Salary & Benefits:
This is a union position - Supervisors Grade 28 - Salary range $27.13/hour - $32.01/hour. Salary placement is based on prior relevant work experience.
