Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Vice Chancellor for Academic and Student Affairs. This is a renewable, full-time, non-tenured, administrative position and reports to the Chancellor. The position will be located in Las Vegas or Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

The Vice Chancellor for Budget and Finance/Chief Financial Officer acts as the CFO for the System and is responsible for coordinating and addressing fiscal issues related to statewide higher education. This includes the Legislative budget process or biennial budget, financial statements and reporting, and investments or debt. As a key member of the Chancellor's Cabinet, the VC/CFO provides information and recommendations to the Chancellor and the Board of Regents on higher education fiscal operations and is required to stay current on national issues related to higher education financing and convey these issues to the Board and the campus business officers. Additionally, the VC/CFO exercises substantial discretionary authority relative to the financial operation of the System. The VC/CFO oversees the System Computing Services, External Audit, Risk Management, and Banking and Treasury operations.

SALARY GRADE: *This position offers a competitive compensation package commensurate with the candidate's education, experience, and certification/training. In addition to base salary, employees enjoy a comprehensive benefits package that includes:
  • Comprehensive Health Insurance: includes health, dental, vision, and life insurance. Additionally, an employer paid long term disability plan is included.
  • Outstanding Retirement Plan: professional employees are required to participate in the 401(a) Retirement Plan Alternative (RPA). Employee contributions of 19.25% are matched 100% by the employer and employees experience an immediate vesting in the plan. Employees who currently or previously participated in Public Employees Retirement System (PERS) of Nevada may be eligible to continue in the PERS plan.
  • Paid Leave: generous annual leave (accrual of 2 days per month), sick leave (granted 30 days at time of hire), 12 paid holidays, and paid family leave.
  • Education Benefit: employees and their qualified dependents may take advantage of a tuition savings benefit. Faculty may take up to six credits per semester at a reduced rate and their dependents may access an unlimited number of credits, if they meet specific criteria.

APPROXIMATE STARTING DATE: April 1, 2026

MINIMUM QUALIFICATIONS: Requires a Master's or Professional Degree and seven (7) years of comparable managerial experience or a Doctorate and five (5) years of comparable managerial experience. Candidates may come from varied backgrounds and as such other areas of education and experience may be appropriately substituted. An exception may be a Bachelor's Degree plus ten (10) or more years of experience with governmental budgets and public finance. Industry certification such as CPA, CMA, CFA or similar is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:
  • Knowledge and experience in higher education budgeting and finance, including operating, capital and debt in a public sector entity;
  • Knowledge of GASB requirements for financial statements and A-133 Single Audit;
  • Knowledge and understanding of the role of a policy-making Board and the staff tasks needed to support an elected governing board;
  • Knowledge and experience with the Legislature/ State Budget environment;
  • Knowledge of state laws pertaining to government finance;
  • Knowledge and experience in developing, monitoring and enforcing financial policies, procedures and guidelines; and
  • Knowledge of the financial structure and needs of individual institutions including community & state colleges, research universities, and the research institute.
  • Skilled in complex financial analysis and financial policy creation;
  • Skilled in working independently and following through on assignments with minimal direction, anticipating issues and proactive resolution;
  • Skilled in analyzing information, problems, situations, practices, or procedures to define a problem or objective, identifying relevant concerns or factors, identifying patterns, tendencies and relationships; formulate logical and objective conclusions, and recognizing alternatives and their implications; and
  • Skilled in summarizing and critiquing detailed financial reports and data and in presenting complex information to laymen audiences.
  • Ability to manage a diverse financial staff, including staff in multiple locations.
  • Ability to exercise judgment to solve administrative problems where the answer is not apparent;
  • Ability to communicate complex issues effectively in both an oral and written manner to a wide variety of audiences;
  • Ability to present information in a public setting to various constituencies, including the Board of Regents, legislative committees, local boards and councils, etc.
  • Ability to adhere to stringent deadlines while maintaining flexibility for urgent issues;
  • Ability to establish and maintain cooperative working relationships with staff members, subordinates, and other administrators as well as campus counterparts;
  • Ability to process large amounts of information and break it down into critical elements;
  • Ability to discern critical information;
  • Ability to determine the most appropriate format for conveying information to a specific audience; and
  • Ability to make appropriate judgments when processing information as it relates to other critical processes within the NSHE.


RESPONSIBILITIES: The duties of this position will include, but not be limited to:
  • Staff the Business, Finance & Facilities, and Investment Committees of the Board, including creating agendas and reference material and responding to the Committees' requests.
  • Chair the Business Officers Council and work with the Council on policy development applicable to financial operations and fiscal policy issues. Lead discussions and work to establish consensus on issues.
  • Lead the NSHE Biennial budget process, including development of the agency request and CIP request. Includes associated testimony & presentations during the Session and ongoing monitoring of legislation/fiscal impacts.
  • Manage the Treasury, Banking, and Investment functions, including debt issuance and administration. Also, manage the financial statement/ single audit process, including coordination with System external auditors. Included within this function are the System Admin controller's office activities.
  • Oversee several related functions and staffing of External Audit, System Computing Services, Risk Management, Retirement Plan Administration, and Internal Audit, as well as support WICHE as needed.
  • Oversight and control of all routine and ad hoc data/ informational requests and publications created by the Finance Department. These include Legislative reports, Governor and Legislator inquiries, Regent requests, periodic financial reports, surveys, and budget reports.
