About the City of Portland Public Works Department:
The Department of Public Works helps keep the city of Portland moving each day with many areas of responsibility. We collect your garbage and recycling, clear your streets of ice and snow in the winter, help maintain the city's sewer system, build your sidewalks, manage the city's traffic lights and street signage, and the list goes on.
Job Summary:
This is a working foreman position that includes supervisory work involving the direction of crews of semi-skilled and skilled workers engaged in municipal construction, maintenance and repair operations and at times, sanitation and traffic operations and covers Dispatch duties.
Work assignments may involve the development of a specific area of expertise and knowledge, including but not limited to municipal grounds, PDD, Streets & Sidewalks maintenance and repair and sanitation operations.
Duties & Responsibilities:
Participates in all aspects of maintenance, construction and repair work for Streets and Sidewalks projects, to include, but not limited to concrete, granite and brick work, asphalt patching, mulching, painting, digging and hauling dirt or other materials, mowing and trimming grass, litter removal, barrel maintenance, all aspects of winter operations maintaining sidewalks, needle & unhoused materials removal or other activities as directed by the PDD/Streets and Sidewalks Sr. Supervisor and the Streets & Sidewalks Coordinator or designated representative.
In the absence of the Sr. Supervisor, supervises crews in the construction and maintenance of municipal streets & sidewalks, public properties and infrastructure.
In the absence of an available Supervisor, may be asked to supervise crews in PDD, Solid Waste, Streets & Sidewalks, Water Resources, the collection of rubbish, litter, winter operation functions, traffic operations, and/or the maintenance and upkeep of the City-owned facilities and properties.
May perform Dispatch duties or supervise others performing Dispatch duties.
May be assigned to winter operations duties in addition to assigned winter shift schedule.
Investigates complaints made by the public.
Maintains appropriate records of work performed, employee time, equipment and material usage, and other pertinent data.
Inspects work to ensure conformance with engineering specifications and standards and makes necessary adjustments in assignments and methods to correct deficiencies.
Makes minor mechanical adjustments to equipment, such as changing belts, spark plugs and points. Ensures that crew members follow proper daily vehicle inspections.
Provides instruction to individuals and crews in terms of equipment usage and safety in accordance with local and state regulations and policies.
May investigate and review safety and vehicular accidents within the designated areas of responsibility.
Required Skills & Experience:
Must possess a valid State of Maine Class B Motor Vehicle Operator's License.
Must have and maintain a good driving record.
Necessary special requirements can go here too.
Must pass a federally mandated drug test. Will be susceptible to random drug testing.
Considerable knowledge of materials, methods, and techniques commonly used in street, sidewalk and grounds maintenance and construction activities.
Working knowledge of the operation of equipment around energized lines.
Ability to read engineering plans for road, sewer or facility construction operations and to follow prescribed methods.
Ability to establish and maintain effective working relationships with the public, private sector contractors, City departments, supervisors and employees to effectively obtain satisfactory work output. Promotes harmonious relationships with members of the work crew and represents the Department in a professional and positive manner at all times.
Ability to work in various climatic conditions.
Supervises work crews engaged in municipal construction, maintenance and repair operations.
May be required, depending on job assignment, to acquire special other permits or licenses appropriate to job responsibilities.
Preferred Skills & Experience:
Experience in construction, maintenance and repair of streets, sidewalks, grounds and other facilities.
Knowledge of principles, practices, equipment and techniques used in general maintenance and repair work.
High school graduate; or any equivalent combination of experience and training.
Previous supervisory experience preferred, but not required.

Salary & Benefits:
This is a union position, Supervisors Grade 26-CDL, starting pay $27.14/hour.
