Job Summary:
The City of Portland is seeking a Program Manager-IT Systems who will be responsible for supporting the technology operations of the City's Health and Human Services (HHS) Department. This role will also support patient serving initiatives by acquiring technology resources to achieve HHS goals, which includes researching and selecting a vendor for an Electronic Medical Record system. This is a full time, project based position.
Our ideal candidate is a quick learner, especially with respect to work processes and computer systems, and listens carefully with the ability to communicate technical information to technical and non-technical audiences. This individual will also be able to see large projects through to completion and wants to make a difference with their work. Candidates should have education or prior work experience in government or other relevant business situations, ideally paired with hands-on experience using EMR systems. The Program Manager-IT Systems will spend about half of the workday focused on project management activities, and half engaged in IT business analysis, taking a lead in data-driven decisions with complex issues.
Required Skills and Experience:
Minimum six years of related education and/or proven business systems experience
Considerable knowledge of Google productivity tools and experience with Information Security best practices
Excellent customer service and communications skills
Ability to work independently on small projects
Works effectively as a team member when involved in larger and/or more complex projects and is timely with deliverables.
Working knowledge of Healthcare EMS, HIPAA and CMS regulations
Special Requirements:
Must possess a valid Maine Class C driver's license.
Must have and maintain a good driving record.

Salary & Benefits: This is a non-union position, Grade C51, with a starting salary range of $80,652-$88,133 annually, depending on experience and education.
