The City of Portland Housing and Economic Development Department seeks a candidate to join our Housing and Community Development Division. Housing and Economic Development is focused on cultivating a healthy and vibrant economic climate, including the working waterfront, as well as fostering housing development opportunities in the City of Portland. We strive to maintain and grow a diversified tax base that supports strong employment opportunities while positioning Portland to compete in the global marketplace. This individual will be working to provide decent, safe, and affordable housing, enhancing the overall quality of life, and building stock for the residents of Portland, Maine.
Job Summary:
The Housing Program Manager plays a significant role within the City's housing policy and development initiatives, from conceptualization and strategic planning, to implementation and oversight. This role will be responsible for crafting impactful policies and plans, evaluating development proposals and funding requests, and actively engaging with the community to ensure alignment with the City's vision. As part of the Housing and Community Development team, the Housing Program Manager will have a chance to make a tangible difference in the City's housing landscape.
Required Skills & Experience:
A Bachelor's Degree in Urban Planning, Public Administration or related field is required
Proven track record of success in customer service and communication
Able to leverage expertise in housing policy, market trend analysis, and municipal planning principles and practice to guide strategic development initiatives
Firm understanding of development regulations and funding programs is essential
Ability to effectively collaborate with diverse individuals, groups, and organizations, to articulate complex information verbally and in writing
Able to administer programs with clarity and consistency
Must possess a valid Class C drivers license and a personal vehicle for work use
Preferred Skills & Experience:
A Master's degree in Planning or a related field of study is advantageous
Familiarity and experience with U.S. Department of Housing Urban Development Programs such as CDBG and HOME
Working knowledge of Low-Income Housing Tax Credit Program, the Historic Preservation Tax Credit Program, and State funding programs is preferred

Salary & Benefits:
This is a non-union position, Grade C44, Salary range starting at $80,652/year.
