City of Portland - Tax Assessment Analyst

The City of Portland is offering an outstanding opportunity for a Tax Assessment Analyst. This position will support the administration of fair and equitable property assessment according to just value.

This position requires critical thinking skills, initiative, and independent judgement. The right candidate will represent the City of Portland and must convey a professional image and excellent customer service.

Duties & Responsibilities:

Inspects commercial and condominium properties for the purpose of determining assessed value.
Determines overall quality of construction of various structures and determines appropriate depreciation factors as they relate to physical, functional or economic considerations.
Reviews Income and Expense Statements and Personal Property Declaration forms for the purpose of establishing taxable values for income producing properties.
Analyzes sales history reports for purpose of establishing or identifying factors used in the valuation of taxable properties.
Directs and reviews the work of appraisal staff.
Serves as a member of the Department management team.
Assists in the computerization of tax records and supervises in their maintenance, as necessary.
Assumes financial responsibilities in the absence of the Principal Financial Officer.
Confers with taxpayers on matters of assessed valuations and prepares recommendation for their resolution for the City Assessor.
Prepares reports requested by management.
Performs related work as required.
The ideal candidate will possess or is motivated to acquire the knowledge, skills, and abilities to complete assessing duties such as data analysis, data entry, research projects, customer service, and additional duties as required. As a Certified Maine Assessor (CMA), the Tax Assessment Analyst must be familiar with and adhere to State law. The Tax Assessment Analyst will consider all three recognized valuation methods; income, cost, and sales comparison approaches to value.

Required Skills & Experience:

Graduation from a college or university with a degree in business administration or any equivalent combination of education, experience and training.
Certified Maine Assessor (CMA) designation by the State of Maine.
Considerable experience in the appraisal of property, especially in the area of mass appraisal as it relates to assessment administration.
Supervisory experience (hiring, training, evaluating, motivating and directing staff).
Experience with spreadsheet and database computer programs.
Thorough knowledge of the laws, rules and regulations governing property tax assessment.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with supervisors, departmental personnel, Finance staff and other City employees, and the general public.
Physical ability to climb stairs, walk on uneven terrain, and to work in extreme temperatures.
Certified Maine Assessor designation, or coursework leading to certification within six months.
Maine driver's license, Class C.
Computer literacy and experience with Microsoft Office products and specialized assessing, appraisal and GIS software programs.

Preferred Skills & Experience:

Certified Maine Assessor (CMA) designation.
Two years assessing experience.

Salary & Benefits:

This is a union position - Pro-Tech, Grade 9 - Salary range starting at $1,311.75/week.
