City of Portland - IT Division Manager

Information Technology Department

Job Summary:

This is a strategic leadership role within the City's Information Technology Department, responsible for advancing the security, usability, and effectiveness of business systems and internal IT service delivery. As the IT Division Manager, you will lead two high-performing teams: Business Applications, which manages and upgrades the City's core software platforms, and Advancing Services, which focuses on improving service delivery and project execution across departments. This role is pivotal in shaping the City's cybersecurity initiatives, supporting major application upgrades, and leading the transformation of our internal project management framework.

This position requires strong expertise in enterprise systems, cybersecurity strategy, IT governance, and organizational leadership. The ideal candidate is a forward-thinking, collaborative leader with a passion for public service, capable of driving innovation while ensuring stability and compliance.

Supervision Received:

Reports to the Director of Information Technology. Performance is evaluated based on divisional outcomes, service quality, and team development, with regular check-ins and annual performance reviews.

Supervision Exercised:

Supervises approximately 10 staff within the Advancing Services and Business Applications teams.

Essential Duties & Responsibilities:

Lead cybersecurity roadmap development in partnership with the Director and infrastructure leadership.
Oversee planning and execution of application upgrades and replacements, ensuring minimal disruption and stakeholder engagement.
Rebuild and manage a robust internal project management framework based on industry best practices.
Support department-wide digital service improvements and business process optimization.
Maintain and evolve IT service management practices aligned with ITIL.
Collaborate with IT leadership to guide enterprise IT strategy and innovation.
Manage divisional budgets, software contracts, and vendor relationships.
Develop team capabilities through coaching, training, and performance feedback.
Promote systems and practices that are secure, resilient, and user-centered.
Foster a culture of continuous improvement, inclusion, and collaboration.

Requirements Skills & Experience:

5+ years of IT applications, systems, or services management experience, including at least 3 years in a supervisory or team leadership role.
Strong grasp of cybersecurity fundamentals, application lifecycle management, and IT project delivery.
Excellent communication and stakeholder management skills.
Experience with enterprise applications and cross-departmental service delivery.
Proficiency in project and vendor management, service management, and team development.
High comfort with analytics tools, budgeting, and cloud-based productivity suites (Google Workspace or MS Office).
Ability to navigate both strategic planning and day-to-day operations effectively.

Preferred Skills & Experience:

Experience leading enterprise application upgrades or modernization initiatives.
Familiarity with core public sector systems such as ERP, HRIS, permitting, or asset management platforms.
Knowledge of IT governance frameworks (e.g., ITIL, NIST) and change management best practices.
Background in cybersecurity program planning or compliance.
Public sector or similarly regulated environment experience.
Certifications such as ITIL, PMP, or CISSP are a plus.

Salary & Benefits:

This is a non-union position (Grade D62) - Salary range starting at $93,421.00 - $105,162.00/year.
