City of Portland - Payroll Manager

Finance Department

The City of Portland is seeking an experienced Payroll Manager to join our incredible Finance Department team. Duties & Responsibilities:

Responsible for the overall payroll processing systems of the City, including:


Assessing payroll performance and accuracy and providing direction on performance of payroll in each Department.
Evaluating the efficiency and effectiveness of payroll process, and making recommendations to improve the process across the City.
Developing, training on, and flagging any violations of standard operating procedures with respect to weekly payroll.
Setting up new processes in the payroll system.
Oversees the City's payroll and ensures its accuracy.
Reviews, approves and posts Personnel Action Forms and other changes submitted by departments.
Manages federal and state required reconciliations, reporting, and remittance, federal and state 941 forms, unemployment, paid family medical leave, and annual W-2s. Backup for calculating and transmitting weekly Federal and State tax deposits.
Collaborates with Human Resources to implement benefit deductions, calculations, reconciliation, and remittance. Has primary responsibility for pension reconciliation, final pay calculation, and pension contributions.
Prepares audit schedules and collects payroll, pension, and tax data in preparation for audits and monthly pension reporting.
Responds to various inquiries regarding pay, reporting, verifications of employment, garnishments, overpayments, etc.
Administers security for all payroll users in payroll software and works with software companies to report and work through payroll software issues. Assists with assigning roles and supervisor functions for all users in payroll software and timekeeping modules.
Reconciles & transmits quarterly unemployment and Paid Family Medical Leave premiums.
Calculates & posts retroactive pay for step increases, stipends, contract changes, etc.
Performs other duties as needed or assigned.
Please note - this position has responsibility over municipal employee payroll only. Portland Public Schools payroll is administered by the Portland Public School Department.

Required Skills & Experience:

Considerable experience in accounting and graduation from a four-year college or university with major course work in accounting, public or business administration or any equivalent combination of experience and training which provides the following knowledge, abilities and skills:
Thorough knowledge of the principles, practices and methods of accounting, and of the payroll process.
Knowledge and application of IRS rules and State laws pertaining to payroll and employment practices.
Knowledge of union contracts, municipal policies, ordinances, and financial operations.
Knowledge and experience with employee benefits.
Ability to effectively plan, assign and direct the work of other employees. Demonstrated ability to supervise and evaluate staff, to create a harmonious work team.
Ability to develop and maintain good working relationships with staff in other departments.
Knowledge of personal computer applications through extensive use, such as spreadsheets, word, payroll software, and network operations.
Demonstrated ability to perform financial analysis with heavy utilization of spreadsheets.

Necessary Special Requirements:

The Payroll Manager must hold (or have plans to obtain within their first 12 months of employment) their Certified Payroll Professional certification.

Expected Hours/Schedule:

General hours for this position are 8:00 a.m. - 4:30 p.m. Monday-Friday. This position is eligible for some remote work and potential alternate work hours.

Salary & Benefits:

This is a non-union position (Grade D61) - Salary range of $88,989/yr. - $112,732/yr. Additional 6% stipend is available for candidates who hold their Certified Payroll Professional certification.
