The Office of Government and Community Relations serves as the central resource for campus relationships with local, state and federal elected officials, as well as with community and opinion leaders, and it is focused on building broad-based support to advance the mission of California State University, San Bernardino. The Office of Government and Community Relations informs and educates elected and appointed officials and stakeholders about CSUSB so that they understand the value of the university to the region's economy and quality of life and, therefore, will be predisposed to support legislation and policy favorable to the university and her students.
The Associate Director, Government and Community Relations helps coordinate government and community relations activities for the university and its president. This individual serves as the secondary liaison between the university and all local, state and federal government officials, visiting dignitaries, university partners, community and business leaders, the CSU Office of Advocacy and State Relations in Sacramento, and the CSU Office of Federal Relations in Washington, DC.
Cultivation and stewardship of government officials and agency relationships
- Supports the Associate Vice President for Alumni, Government and Community Relations by managing coordination of all campus activities and relationships with federal, state, and local elected officials and their staff.
- Manages visits to campus for elected officials and their staff, as well as for other visiting dignitaries. Proposes and develops comprehensive itineraries, prepares briefing materials, coordinates participation of appropriate campus community members, and prepares all follow-up materials.
- Manages legislative, congressional and agency visits by university personnel to Sacramento and Washington, DC, including securing meetings with legislators and congressional members and staff, developing issue papers and briefing materials, conceptualizing strategy for funding requests, managing all aspects of visits, and preparing follow-up materials.
- Assists the AVP for Alumni, Government and Community Relations in working closely with college deans and the Office of Research and Sponsored Programs to proactively identify government funding priorities and opportunities.
- Prepares reports, briefings, correspondence and analyses related to local, state, federal and CSU issues.
- Co-hosts government officials and their staff members at university events and programs.
- Manages campus-based events in which elected and appointed government officials and community leaders participate to ensure appropriate protocols are followed.
- Develops relationships with regional economic development agencies and staff to promote the university's effective participation with these agencies in workforce and business development.
- Helps to manage CSUSB's community outreach program and serves as a primary resource and liaison between the university and surrounding communities on local initiatives that seek to improve the quality of life, economic wellbeing, and educational attainment in the university's two-county service region.
- Represents the university and president at community events, in stakeholder meetings, and in university community membership organizations, such as chambers of commerce, economic development organizations, educational collaborations, and regional advocacy organizations.
- Assesses partnership opportunities and initiates discussions with appropriate stakeholders.
- Working closely with University Advancement, manages targeted community events that showcase the university's excellence and partnership opportunities.
- Determines appropriate communication strategies and messaging to keep elected officials and community stakeholders regularly informed of the university's needs and its value to the region and state.
- Conceptualizes and develops collateral materials, including leave-behinds, presentations, videos and social media campaigns, that illustrate CSUSB's impact and contributions to the Inland Empire, state and nation.
- Regularly communicates with faculty, staff, students, parents, alumni, and board members to educate them about the university's value and its effectiveness.
- Develops internal advocacy communications to keep the campus community informed of legislative issues that impact the university.
- Other job related duties as assigned.
- Manages ASC I and student interns
Employment Status: Full-time, At-Will, 'Exempt' position, included in the Management Personnel Plan (MPP).
First Review Deadline: This position will remain open until filled. Applications will be reviewed beginning on October 1, 2021.
Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.
- Demonstrated understanding of political processes (local, state and federal).
- Demonstrated understanding of the relationship of public higher education in California to both state and federal funding processes.
- Demonstrated ability to work with a diverse and broad range of stakeholders and to exercise diplomacy in all interactions.
- Demonstrated ability to research, analyze, and recommend strategies for program and policy development.
- Strong organizational skills with high-levels of attention to detail and follow-through.
- Outstanding written and verbal communications skills.
- Familiarity and practical experience with planning events, programs, briefings and visits from dignitaries.
- Ability to travel to and represent the university in the Inland Empire, Sacramento, and Washington, DC.
Education and Experience
- Bachelor's degree from an accredited college or university in political science/government, public administration, communications, marketing or related discipline.
- Minimum of four (4) years of experience in government or community relations, fundraising and/or resource acquisition at the state and/or federal level.
- California driver's license with proof of insurance.
- Demonstrated understanding of university/higher education protocol related to contact with government officials and their staff.
- Working knowledge of state and federal budgetary and appropriations processes.
- Experience working in a multi-disciplinary academic environment.
- Experience in securing grants and other external funds.
- Master's degree in a related discipline.
Anticipated Hiring Range: $6,667.00 - $8,334.00 per month
Classification Salary Range: $3,750.00 - $10,417.00 per month
