DEPARTMENT OVERVIEW
Office of Federal Governmental Relations (FGR) is located in Washington, D.C. UC FGR serves as the University's liaison to the federal government, working with Congress, the Administration, federal Departments and agencies, and national organizations to advance UC's priorities. UC FGR advocates for the University and its missions in education, research, health care and public service. UC FGR is a department within UC Office of the President (OP) External Relations and Communications Division that is located in Oakland, CA.

POSITION SUMMARY
The Associate Director, reporting to the Associate Vice President (AVP) for Federal Governmental Relations, serves as a key member of the Federal Governmental Relations management team and plays an essential role in providing strategic leadership on a variety of topics, including budget and appropriations, regulatory, and other federal legislative, agency and executive issues. This position is based in University of California's (UC) Office of Federal Governmental Relations (FGR), located in Washington, D.C.

The Associate Director advises the AVP and senior University leadership and works in coordination with the FGR team on legislative, regulatory, budgetary, advocacy, communications and operational issues. The Associate Director works closely with the AVP on special projects and high-profile issues. The position requires detailed knowledge of the federal government as well as the organizations, structures, and functions of a University. This position also requires direct and sustained interaction with key personnel within the University system, including the Office of the President (OP), UC campuses and academic health centers and the UC-affiliated national laboratories, as well as with Congress, the Administration, departments, and agencies.

Strategic Planning and Implementation: Serves as a key member of the FGR management team. Assists the AVP in monitoring work and facilitating issue management across FGR's legislative, regulatory, budgetary, advocacy, communications and operational portfolios. Working in consultation with the AVP, provides strategic recommendations and leadership to the overall work of the office and assists the AVP in coordinating the federal relations, advocacy, communications and operational activities of the University's Washington, D.C. office. Identifies opportunities and develops and implements strategies for management of high-profile issues that require integration of issues analysis and consultation among multiple issue areas and stakeholders. Meets with faculty, students, staff, alumni, advocates and supporters of the University, including travel to campuses and UCOP to meet with key constituencies to promote understanding of the University's governmental relations objectives. Assists AVP with internal FGR budget-related matters.

Advocacy: Serves as a senior advisor, coordinator and advocate in Washington on a range of issues, including UC's federal budget and appropriations priorities, labor and infrastructure. Assists in developing legislative strategies on federal issues. Tracks, monitors, and assesses the status of federal legislation and regulations that are cross-cutting to UC FGR portfolios and program areas. Consults, meets with, advises and reports to University officers, faculty, staff, students and alumni on issues related to activities and work associated with the University's federal priorities and the Washington, D.C. office. Provides guidance to UC visitors in Washington, DC who seek meetings with Congress, the administration, federal departments and agencies and/or national associations. Assists in identifying and coordinating University experts, including faculty, researchers, students and staff, to participate in federal meetings, hearings and other events impacting the University.

Communications: Serves as a point person for coordinating with UCOP, campuses, academic health centers and national labs on institutional-related issues, and works to maintain consistent messaging and communications associated with these issues. Serves as a communicator of office activities and priorities to internal audiences, including the campus, lab and health center governmental relations directors, state governmental relations counterparts, communications personnel and others as needed. In coordination with the directors of the UC FGR portfolios, assist with the distribution of information, requests for analysis and responses to OP and the campuses and labs on federal legislation, regulatory and other federally associated matters. Coordinates with the UC State Governmental Relations office and maintains an awareness of key issues in California, including legislative, administrative and political initiatives that impact federal policy and UC's federal advocacy. Prepares memos and presentations for University leadership on significant federal issues affecting the University, and prepares materials used in communications and presentations by UC leadership. Assists in the production and coordination of written materials for presentation at the UC Board of Regents meetings.

Management: Provides back-up and assistance to the AVP on key responsibilities, including representing AVP in meetings and in the management of the Office of Federal Governmental Relations. Supervises and manages the Legislative Analyst and the Operations Manager. Assists in the management and coordination of UC-related events designed to raise the profile of the University and its priorities at the federal level.

Required Qualifications
  • Demonstrated thorough knowledge of public policy, as well as detailed knowledge of the organization, functions, processes, and procedures of Congress and the executive branch required.
  • Experience in working with key congressional committees and their staff. Experience working with the executive branch and key officials at relevant federal agencies.
  • Demonstrated knowledge of the university and federal education, research, health care and public service programs.
  • Demonstrated exceptional acumen and interpersonal skills to establish and maintain strong working relationships with key personnel in the federal government, including Congress and the executive branch who are in positions of influence on issues of importance to the University.
  • Demonstrated ability to analyze national trends, issues and policy developments that could impact the university as well as proven success in developing and implementing strategic communications and advocacy plans.
  • Excellent verbal and written communication skills. Proven ability to be a clear, creative, and critical thinker and writer in a busy office environment.
  • Excellent analytical skills with the ability to quickly research and collect pertinent information from a variety of sources. Ability to integrate essential information, and use that information to define and validate options and alternatives; and the ability to develop recommendations and justification for the most productive course of action.
  • Excellent verbal and presentation skills; ability to articulate ideas and issues clearly, concisely, and persuasively.
  • Demonstrated ability to collaborate, coordinate with, and work effectively in a team-oriented environment on strategy and projects, seeking information from multiple sources and collaborating with multiple constituents to achieve an accurate and comprehensive perspective.

    Preferred Qualifications
  • Thorough knowledge of the university, including short and long-range strategic plans, vision, goals, objectives, infrastructure, programs, achievements, and awards; advanced knowledge of current affairs and issues in higher education.

    Education
  • Bachelor's degree and/or advanced degree in political science, public relations and/or public policy-related fields.
  • Minimum of 10 years of experience in advocacy relations, governmental relations or communications, or an equivalent combination of education and experience.
