About the Position:
The Government and Community Relations department initiates and maintains Cal State Fullerton's connection and relationship between local, state and federal officials and the University. The office advocates for the University and acts as a central point for those interested in developing a relationship with the institution. We provide periodic updates to legislative delegations on campus programs and funding priorities especially in these difficult budget times. The office works cooperatively with the CSU's offices of advocacy and state and federal relations. We are seeking an exceptional individual to join our team as the Government and Community Relations Specialist (Administrative Analyst/Specialist-Exempt I). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the Associate Vice President for Government and Community Relations, the Government and Community Relations specialist serves as support to the Government and Community Relations office. Performs the full range of work related to program and policy research, analysis, development, evaluation, and/or operational and budget/fiscal analysis related to government and community relations. Prepares clear, concise, accurate and timely briefings and support for memoranda and other written materials. Provides logistical support for special events, briefings, and legislative visits, maintain files and contact lists. Provides representation on behalf of the University to elected officials and staff, as well as serving as a liaison to the broader community where appropriate. Provides administrative and operational support for the Office of Government and Community Relations, including the Associate Vice President (AVP) and directors. Interacts with a broad spectrum of campus and CSU system personnel, students, alumni, legislative, and general public constituencies. Coordinates a variety of campus administrative paperwork, including procurement, travel arrangements, travel authorizations, and claims. Maintains key contact databases of local, state, and federal elected/appointed officials and staff. Maintains paper and electronic filing systems. Maintains and tracks budget using Excel and CMS. Provides timely and regular budget reports to the Associate Vice President and others. Collects, tracks, and develops the campus report for federal Lobbying Disclosure Act expenses. Maintains government and community relations' social media/multimedia efforts including e-newsletters and update existing government relations websites. Other duties as assigned.


Essential Qualifications:
Bachelors degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus two years of related experience.

Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Possess a minimum of five years of administrative, analytical, liaison or applicable management experience. Previous work experience at local, state, and/or federal elected offices.
