About the Public Works Engineering Division:
The Engineering Division within the City of Portland Department of Public Works is dedicated to monitoring, evaluating, designing, and constructing the city's vital infrastructure. Acting as the backbone for local municipal development, the division ensures that Portland's civil assets are resilient, modern, and aligned with community growth.
Job Summary:
The Public Works Project Manager performs responsible administrative and technical work for the Engineering Division of the Department of Public Works. In this role, you will manage various transportation projects, including the development, administration, construction, and study of streets, sidewalks, bike/pedestrian facilities, and other infrastructure based on department needs. You will serve as a key City representative, collaborating closely with state agencies and community stakeholders to deliver vital public infrastructure.
Duties & Responsibilities:
- Plan, organize, and coordinate streets, sidewalk, and bike/pedestrian projects. Prepare project scopes, work plans, and estimates/budgets, administering funds from initial appropriation through completion.
- Work closely with MaineDOT and PACTS on project development, attend meetings as a City representative, and assist with preparing applications for MaineDOT and PACTS projects.
- Oversee outside contractors, consultants, and vendors involving survey, engineering, right-of-way (ROW) acquisition, and environmental/construction services. Supervise internal engineers, technicians, and interns.
- Assist in developing recommendations for transportation capital needs in the annual capital improvement budget and assist with division budget preparation.
- Meet with neighborhood groups, contractors, and City staff to coordinate projects. Attend City Council, public, and department meetings, and oversee the project public participation process.
- Ensure projects comply with work schedules. Participate in project reviews and the QA/QC process. Ensure strict compliance with local, state, and federal regulations.
- Prepare requests for Council Agenda items, draft reports, and manage special projects such as grant applications and grant administration..
Required Skills & Experience:
- Bachelor's degree in Engineering.
- Minimum of eight (8) years of progressive experience in municipal transportation projects, with at least four (4) years serving directly as a project manager (or an equivalent combination of education, training, and experience).
- Proven experience and knowledge of the design and construction of sidewalks, bike facilities, and streets. Thorough knowledge of PACTS, MaineDOT, and FHWA rules, regulations, policies, and procedures.
- Familiarity with computer software used by the City, including Google Suite and Microsoft Office.
- Strong organizational, verbal, and written communication skills. Proven ability to resolve interpersonal conflicts and maintain a positive, professional, and customer service-oriented work environment.
- Demonstrated ability to establish and maintain effective working relationships with city personnel, union officials, regional/state/federal agencies, and the general public.
Necessary Special Requirements:
- Must be a MaineDOT certified Local Project Administrator (LPA) or have the ability to obtain this certification within six (6) months of hire.
- Must possess a valid Class C Driver's license and maintain a good driving record.
Expected Hours & Schedule: This is a Full-Time, 37.5 hour position, Monday-Friday, 7:30 am - 3:30 pm.

Salary & Benefits:
This is a non-union position, Grade C44, with a starting pay range of $83,072 - $102,156 per year, based on relevant years of experience.
